Child Sexual Exploitation (CSE) Outcome Framework Consultation

CSE is of key importance in Stoke-on-Trent and Staffordshire. It is recognised that whilst much has been done to address CSE locally, a greater co-ordination would be useful to measure the collective impact upon, and contribution to, the agenda.

Consequently, partners have supported the development of a multi-agency CSE Outcome Framework; the ultimate goal being to help parents/carers, communities, voluntary organisations, businesses and statutory agencies address CSE as effectively as possible.

The Outcome Framework is designed to inform targeted action to improve the response to CSE and ensure that children are safe, protected and not let down.

The multi-agency Child Sexual Abuse Outcome-led Framework, led by the Police and Crime Commissioner in Staffordshire, is believed to be the first of its kind in the country.

The development of the Framework has been collaborative and inclusive. Extensive consultation has been undertaken commencing with a broad-ranging approach on the scope and content of the Framework with professionals, children and parents followed by direct consultation with a number of focus groups in Stoke-on-Trent and Staffordshire. Victims of CSE were engaged through one-to-one interviews and a number of parents of victims gave their views via telephone.

A national event has also taken place which brought together key strategic leaders from a number of statutory and voluntary sector agencies. The key themes from all the consultation have been incorporated into the Outcome Framework.

This document is in draft format and is subject to change. We recognise that the Framework is still too big and unwieldy and we need to significantly reduce the number of indicators contained in the document.

The design and layout of the document will also need addressing once the content has been agreed. A number of bespoke tools have also been developed which may help to capture some of the information contained in the Framework. Whilst they may be referenced in the Framework, they are not included in the document at this time.
